Arizona GOP Gov congratulates Democrat Hobbs as Republican Lake refuses to concede

With 99% of the votes counted as of Wednesday, Democrat Katie Hobbs will beat Republican Kari Lake by about 17,000 votes in the Grand Canyon State.
