Newark Officer Hit a Pedestrian With His Car and Took Body Home, Prosecutors Say

Louis Santiago was charged with reckless vehicular homicide after being accused of hitting a man on the Garden State Parkway. Instead of calling 911, the off-duty Newark police officer took the victim to his home.
